Microsoft Licensing Segments
Commercial, Education, Nonprofit, GCC, GCC High, GCON, Secret, and Top Secret. Compare eligibility, compliance, and pricing across every Microsoft licensing tier in one place.
Choosing for CMMC? For Level 2 and 3, GCC High is the default recommendation. Most contractors handle ITAR or export-controlled CUI, which requires GCC High under DFARS 7012. Read the Complete Guide for Defense Contractors →
Compare licensing segments
Each tier has its own eligibility rules, compliance certifications, and pricing. Secureframe sells across all eight.
Commercial
Standard Microsoft commercial licensing covers every business that doesn't qualify for government, education, or nonprofit pricing, from a 5-person startup to a Fortune 500. Available with monthly or annual billing. No eligibility validation, no procurement intake.
Charity / Nonprofit
Microsoft's nonprofit program offers steep discounts on Microsoft 365, Dynamics, Power Platform, and Azure for verified 501(c)(3) organizations. Microsoft 365 Business Basic is granted free for up to 300 users; upgraded plans (Business Premium, E1, E3, E5) carry 50–75% discounts off commercial.
Education
Microsoft Education licensing offers significant discounts for accredited academic institutions. Includes faculty plans (A1, A3, A5) and student plans, plus Teams for Education and Minecraft for Education. Microsoft academic validation required at signup.
GCC
Microsoft Government Community Cloud is built on the commercial Azure network with logical separation, US data residency, and FedRAMP Moderate authorization. Right-sized for US government agencies that don't require the dedicated infrastructure of GCC High.
GCC High
Azure Government GCC High runs on physically separated infrastructure with US-person-only personnel, government-level background checks, and continuous FedRAMP High monitoring. Recommended for defense contractors, federal agencies, FFRDCs, and any organization handling CUI Specified, ITAR/EAR data, or pursuing CMMC Level 2 or Level 3.
GCON
Government Community On-premises (GCON) supports US government agencies that maintain on-premises or hybrid infrastructure alongside cloud workloads. A niche tier, most agencies should consider GCC or GCC High instead unless on-premises requirements are non-negotiable.
Secret
Azure Government Secret runs in physically separated, accredited facilities operated by personnel holding active US Secret clearances. Connected to SIPRNet for classified data exchange. Available only to organizations with DCSA sponsorship and an active IL6 ATO.
Top Secret
Azure Government Top Secret is Microsoft's most restricted cloud offering, air-gapped infrastructure, personnel holding TS/SCI clearances, JWICS connectivity, and full Intelligence Community accreditation. Available only to programs with active TS/SCI authorization.
