GCC High is not strictly mandated by CMMC, but it is the default recommendation for CMMC Level 2 and 3. Most defense contractors handle ITAR-controlled or export-controlled CUI, which requires GCC High under DFARS 252.204-7012 because only GCC High guarantees US-person handling and DFARS 7012 (c) through (g) flowdown support. US federal, state, local, and tribal entities, and commercial organizations that handle data subject to government regulation: DFARS 252.204-7012 contracts, ITAR or EAR export controls, or CUI. Microsoft validates eligibility through its US Government intake process before provisioning a tenant, typically against a contract number or registration such as DDTC. There is no in-place upgrade between clouds. Moving from GCC (or commercial) to GCC High means standing up a new tenant and migrating mail, files, and identities, so contractors expecting CUI or ITAR data usually start in GCC High rather than migrate twice. AWS GovCloud (US) is the closest analog on the infrastructure side: FedRAMP High regions with ITAR support. But there is no AWS version of the Microsoft 365 productivity suite.
