Microsoft 365 GCC High

GCC High runs on physically separated Azure Government infrastructure, operated only by screened US persons, with FedRAMP High and DoD SRG IL4 authorization. It is the environment Microsoft builds for the Defense Industrial Base: CUI, Covered Defense Information, ITAR and EAR technical data, DFARS 252.204-7012 flowdowns, and CMMC Level 2 and 3 programs. Licensing is annual only and carries a premium over GCC.

Microsoft 365 GCC

Government Community Cloud runs on Microsoft's commercial Azure network with logical separation, US data residency, and FedRAMP Moderate authorization. It fits US federal, state, local, and tribal agencies, and contractors whose government data carries no export controls. Pricing sits close to commercial, and most SKUs bill monthly or annual.

Which one do you need?

The deciding factor is the data on your contracts, not your company size.

  • ITAR/EAR data, CUI-Specified, or DFARS 252.204-7012 flowdowns: GCC High. It is the only Microsoft 365 cloud that guarantees US-person handling and supports the 7012 (c) through (g) incident-reporting and forensics obligations.
  • Pursuing CMMC Level 2 or 3: GCC High is the default recommendation for the Defense Industrial Base. Most contractors touch export-controlled CUI somewhere in scope. Read the complete guide for defense contractors →
  • CUI Basic, no export controls: GCC can work. Confirm your DFARS clauses and agency guidance first, and remember there is no in-place upgrade: if ITAR data might land in your tenant later, start in GCC High.
  • FCI only (CMMC Level 1): Commercial or GCC. GCC adds US data residency and government-community screening at near-commercial prices.

Our recommendation for defense contractors handling CUI or ITAR data: buy GCC High. The premium buys three things GCC cannot offer at any price. Full DFARS 7012 (c) through (g) flowdown support, data that never leaves US-sovereign Azure Government regions, and support handled only by screened US persons. Getting this wrong means a tenant-to-tenant migration later, which costs far more than the licensing delta.
