Secureframe Marketplace: FedRAMP Authorized Cloud Licensing

The FedRAMP Marketplace is the federal government's directory of cloud services cleared for agency use, published at marketplace.fedramp.gov. It tracks each service's authorization status and baseline. The baseline sets how many NIST 800-53 controls a cloud service has to meet. Moderate covers 323 controls and fits most federal data. High covers 410 and applies where a breach would be severe or catastrophic, which is why defense and law enforcement workloads land there. In Microsoft terms, GCC covers the Moderate baseline and GCC High meets FedRAMP High.

Authorized means the service holds a FedRAMP authorization and agencies can use it today. In Process means the provider is working through assessment with an agency or program sponsor. Ready means a third-party assessor has confirmed readiness, but no authorization exists yet. Only Authorized services carry an authorization your agency can reuse.

Roughly 300 cloud services hold FedRAMP authorization, a small fraction of the commercial cloud market. That scarcity is the point: authorization takes most providers 12 to 18 months. It is also why so many government buyers standardize on Microsoft 365 GCC High and GCC, which inherit authorizations that already exist.

If your contracts involve CUI or the DFARS 252.204-7012 clause, treat GCC High as the default. It meets FedRAMP High, supports ITAR, and is staffed by US persons on US soil, so export-controlled data never hits a support queue overseas. GCC can work for FCI-only contractors at CMMC Level 1, but moving clouds later is expensive. Most CMMC Level 2 assessors expect to see GCC High.

Microsoft 365 G5 runs $97.50 per user per month in GCC High versus $75.00 in GCC. G3 is $66.10, and Business Premium for GCC High (launched November 2025 for orgs under 300 seats) is $35.80.
