GCC High (Government Community Cloud High)

Microsoft GCC High is the Microsoft 365 and Azure Government environment built for U.S. government and defense workloads that handle CUI, ITAR-controlled data, and other sensitive material. It meets FedRAMP High and DoD SRG Impact Level 4 equivalency, sits on physically segregated infrastructure in the continental U.S., and limits access to U.S.-citizen staff. If your contracts involve CUI under DFARS 252.204-7012 and you want to stay in the Microsoft ecosystem, GCC High is the usual answer.

The Three Microsoft Clouds for Government Work

  • Commercial Microsoft 365: The standard offering. No government-specific controls. Not appropriate for CUI.
  • GCC (Government Community Cloud): FedRAMP Moderate. Fine for state/local governments and FCI-only contractors.
  • GCC High: FedRAMP High equivalent, DoD SRG IL4 equivalent, U.S.-citizen-only staffing. The right choice for CUI and ITAR.

Microsoft also operates Office 365 DoD, a separate environment that meets DoD SRG Impact Level 5. This is restricted to DoD organizations and is not the same as GCC High.

Who Needs GCC High

  • Defense contractors handling CUI under DFARS 252.204-7012.
  • Organizations with ITAR-controlled technical data (ITAR restricts foreign-person access, which GCC High's U.S. citizenship staffing supports).
  • Contractors pursuing CMMC Level 2 who want cloud inheritance of many NIST 800-171 controls.
  • Subcontractors required by a prime to operate in GCC High throughout the supply chain.

What You Still Have to Do

GCC High gives you a compliant platform. It does not give you compliance. You still configure conditional access and MFA, set up data loss prevention policies, manage identity lifecycle, write your SSP, collect evidence, and undergo the CMMC assessment. Microsoft publishes a shared responsibility matrix for GCC High that shows which controls are fully inherited, which are shared, and which are yours alone.

GCC High Eligibility

Microsoft validates eligibility before provisioning. You need to be a federal, state, local, or tribal government entity, or a contractor handling data on behalf of such an entity. Defense contractors typically qualify by citing their DFARS 252.204-7012 obligations on an active DoD contract. Expect the validation to take a few weeks.

Pricing Considerations

GCC High licenses cost more than commercial Microsoft 365 (roughly 1.5x to 2x depending on the SKU). Factor this into your CMMC budget alongside assessment fees, security tooling (SIEM, EDR), and any managed service support. Many contractors work with Microsoft CSP partners who specialize in GCC High migrations and can help with SKU selection.
